In  today's computerized modern society, having the latest ICT to a certain extent is vital to each individual who is able to apply new technological skills appropriately to different corporations, communities and their home countries.  Hence, it is beneficial to countries' economic development.  One of the missions of the International Information Communication and Technology Council is to provide reference guidelines to facilitate people who want to develop their skills in ICT arena.
